Norwalk Housing Authority will integrate NEON’s programs and services in 2016. NEON declared bankruptcy in 2014. Previously, in 2012 NEON (Norwalk) and her sister organization CTE (Stamford), the Committee on Training and Employment merged into one agency. Their mission is to provide economically disadvantaged residents of the greater Norwalk and Stamford area with the range of community, social, and economic development and emergency assistance services needed to enhance the quality of life, increase self-sufficiency, and reduce the incidence of poverty.
